Japanese TEPCO signs consulting agreement with SP Group [free access]

August 23, 2021

Japanese integrated power utility Tokyo Electric Power Company (TEPCO) and its affiliate firm Kandenko Company Limited have entered into a consulting agreement with Singapore’s electric utility SP Group concerning its plan to build an underground substation.

SP Group plans to build a large-scale underground substation in Labrador, in a move to optimise space for urban development in land-scarce Singapore. The 230 kV substation will be the first of its kind in Southeast Asia, and will serve the electricity needs of nearby towns such as Alexandra, Clementi, Keppel, Pasir Panjang, and the Science Park district.

The Labrador substation will free up about 3 hectares of prime land, which will then be utilised for a 34-storey development. This development is in line with Singapore’s strategy of reliable, sustainable and modern energy for all.

The details of design must address many technical challenges, including integrating electrical equipment with the buildings. In order to accomplish this goal, SP Group began to seek technical partners with underground substation-related expertise, which resulted in the signing of a consulting agreement with TEPCO Group.

As part of this consulting contract, TEPCO will provide technical support until the construction is complete, including the specification of transformer equipment, underground transmission cables, and the technical assessment of bidders, as well as the management of construction schedules and schedules for the underground substation.
