Maryland Public Service Commission (PSC) has reversed its year-old decision and ruled that Potomac Edison Company, an affiliate of Allegheny Energy, is the appropriate applicant for seeking regulatory approvals to construct the Maryland portion of the Potomac-Appalachian Transmission Highline (PATH) project.
