The Delaware Public Service Commission (PSC), along with Atlantic City Electric, Pepco and Baltimore Gas & Electric (BGE), has filed a complaint with the Federal Energy Regulatory Commission (FERC) against Delmarva Power for charging high prices for its long distance transmission lines network.
