Virginia State Corporation Commission (SCC) has ordered Dominion Energy Virginia to build an undersea cable, instead of an overhead line, under its 115 kV Norris Bridge Transmission Line Rebuild and Relocation Project, after evaluating more than 15 alternative routes of the project.
