US court supports FERC’s decision to transfer cost of underground transmission lines to customers

The US Court of Appeals for the District of Columbia Circuit has upheld the Federal Energy Regulatory Commission's (FERC) decision that Dominion Energy's customers in Virginia must bear the cost of undergrounding power lines, and thus rejected the argument of Northern Virginia Electric Cooperative (NOVEC) against the same.
