Responding to a notice of proposed rulemaking (NOPR) issued on June 17, 2010 by the Federal Energy Regulatory Commission (FERC) to make additions to the Open Access Transmission Tariff Reforms (OATT), the Coalition for Fair Transmission Policy (CFTP) has stated that FERC needs to ensure that the new rules for transmission planning and cost-allocation provide direct benefits to end-use customers.
