Colombia's mining and energy planning unit, Unidad de Planeación Minero Energética (UPME) has awarded a contract to state-run energy group Empresa de Energía de Bogotá (EEB) for the construction of a electricity substation near the city of Ciénaga on the Caribbean coast.
