Colorado Public Utilities Commission (PUC) has affirmed an administrative law judge's decision that developers of the San Luis Valley-Calumet-Comanche transmission project, namely Xcel Energy and Tri-State Generation and Transmission Association, have adequately demonstrated the need for the project in south-central Colorado.
