Plains & Eastern Clean Line LLC (PECL), an affiliate of Clean Line Energy, has signed a memorandum of understanding (MoU) with Fluor Corporation for development support, and preliminary engineering, procurement and construction (EPC) services for its proposed Plains & Eastern Clean Line project.
