The USD4.5 billion project entails the development of the Wind Catcher generation facility, located in the Oklahoma panhandle; 350 miles (565 km) of a 765 kV single-circuit power line between Guymon and Tulsa, Oklahoma; and two new substations, one at the wind facility and one near Tulsa.
