Under Order 1000 issued by the Federal Electricity Regulatory Commission (FERC) in July 2011, the Commission introduced amendments in the transmission planning and cost allocation requirements mentioned in the Order 890 to ensure availability of the Commission's jurisdictional services at reasonable rates and on a non-discriminatory basis.
